California’s emergency gas-plant fleet faces a regulatory deadline on December 31, 2026.
Key Data Breakdown:
• Concentration: According to state grid records, 91% of the primary emergency gas-plant reserve capacity sits in three coastal locations: Long Beach, Huntington Beach, and Oxnard.
• Environmental Phaseout: These facilities use ocean water for cooling, a mechanism subject to California's Once-Through Cooling phaseout policy. Previous permit extensions were granted specifically to maintain reserve reliability.
• Grid Impact: During the September 2022 heat event, this emergency reserve delivered up to 1,416 megawatts (MW) of power. For comparison, the shortfall that triggered the August 2020 rotating outages was roughly one-third of that output.
• Demand Forecast: California Energy Commission projections show statewide peak electricity demand rising from approximately 47 gigawatts (GW) to nearly 53 GW by 2030.
No official replacement capacity has been designated to substitute for these plants if the permits expire at the end of 2026.
