U.S. data center capacity is on track to nearly double — from ~80 GW today to ~150 GW by 2028. But that growth isn’t landing evenly.

Power availability has become the defining site selection criterion, and it’s splitting the map into clear winners and losers. Texas is the biggest winner: projected to exceed 40 GW by 2028, capturing nearly 30% of total U.S. demand — a 142% market share gain. Georgia follows at +75%, anchoring a broader Southeast surge. Emerging markets collectively expand share by 21%.

States like California (-50%), Iowa (-60%), Oregon (-67%), and Nebraska (-75%) are projected to see significant share declines — but the data points to a clear path forward. Faster interconnection, streamlined permitting, and grid investment are what separate today’s laggards from tomorrow’s winners.

ERCOT has already revised its 2030 data center forecast from 29 GW to 77 GW. The opportunity is real. The question is whether grid infrastructure can move fast enough to capture it.
